COMMUNIUTY DEVELEOPMENT ACTIVITIES:
Extend the experience on community mobilization, problem prioritizing and solution;
Increase a sustainability of communities;
Strengthen integration and cooperation of the communities of the region;
Arrange discussions on project proposal writing in each of 27 communities, select and finance minimum 10 projects out of those submitted by 27 communities through a tender;
Select and finance one large-scale project, taking into consideration abundance of needs in Sitalchay settlement.
VOCATIONAL CAPACITY-BUILDING THROUGH APPRENTICESHIP METHOD:
Business and vocational capacity building of 30 youth through apprenticeship method;
Provide more opportunities to 12 entrepreneur craftsmen to extend their businesses;
Dissemination of information among the youth about business ethics, entreprenuership environment etc., and raise their awareness.

BRIEF DESCRIPTION:
In Child Support Centers throughout the country in IDP camps and settlements, a psycholosocial rehabilitation programme is realized. Programme includes creative art activities and child-centered pre-school preparation.
Through a train-the-trainer’s set-up, staff of the centers will be trained in using psychosocial rehabilitation with children. Trainers will work side-by-side with careproviders, using a flexible step-by-step approach. An intensive training and long-term monitoring period intent to assure sustainability of good quality child support.
Involvement of the community is stimulated through participation in center management, improving buildings and training in community support for establishing parent associations and existing community groups.
Ultimately, the Child Development Centers are handed over to Azerbaijan authorities.

of education condition and livelihood of IDPs

BRIEF DESCRIPTION:
The project is important to be implemented just in this school since there is no another school in nearby area, other schools are far from this area, beneficiary people are poor IDPs, there is no condition for the children to receive an education in the center of the city, as well as the school needs repair and rehabilitation very much.
120 children attend the school, and 22 teachers work here. 148 families (548 people) benefit from the school. The school situates 3 km far from the center of Sumgait city, and 2 km far from the nearby school. 27 schoolchildren live in the building where the school locates, 29 schoolchildren spend 100 meters of distance and the rest – 250-500 meters of distance.

BRIEF DESCRIPTION:
Public Education and Outreach Program is planned to be implemented in 9 regions in 2004. Five of these regions were targeted under SPPRED: Public Education and Outreach Program implemented in 2002-2003, and four regions are newly selected ones.
The basic component of the Program is the training since the project goal is the Public Education and Outreach. Training component in new and old regions will differ from each other both for their content and form.

BRIEF DESCRIPTION:
UMID will organize different apprenticeship courses (on-the-job training) on national arts, car repair, sewing and dressmaking, hairdressing and barber, carpentry and joinery, culinary, cookery, mobile phone repair etc. This will promote the provision of beneficiaries with practical knowledge and skills, which will help them in making income and starting up their own businesses in the future, and this will foster their spiritual development and formation of self-reliance. 30 youth will be selected by UMID and provided with apprenticeship training (on-the-job training) during 6-7 months of period. These on-the-job trainings will be delivered individually by professional craftsmen.

BRIEF DESCRIPTION:
Community Investment Program implemented in Azerbaijan under financial support of BTC is one of the community development projects. Main goal of the program is mobilization and sustainable development of communities located along Baku-Tbilisi-Ceyhan oil pipeline.
Implementation of the Community Investment Program in the western regions of Azerbaijan was commissioned to Save the Children. SC selected “Umid” HSSC, the local NGO, as its partner in order to achieve development, as well as improvement of social and economic condition of 48 communities of seven regions located to the western of Baku-Tbilisi-Ceyhan pipeline (Yevlakh, Goranboy, Samukh, Shamkir, Gazakh, Tovuz and Akstafa regions).
TITLE: Effective usage of energy resources by communities and improvement of
access to energy sources project

BRIEF DESCRIPTION:
The main goal of this project is to help the people get access to low cost energy technology and thus, help them to help themselves. The Bus (or Trailer) will be fitted out with examples of this technology, and engineers to explain how they can make the appliances/equipment and simple instructions/diagrams (handouts). In the Bus there will also be a corner providing more general info on BP’s other social efforts.
The Bus will tour to the towns and villages in both Azerbaijan and Georgia.
Technology will mainly include simple solar panel heaters, wind power generators, mini-hydro plants (mostly for Georgia), heat pumps using the readily available Russian air conditioning units as a base, sawdust heaters, optimizing the existing appliances to reduce energy consumption, biogas units which generate cooking gas, advice on insulation of houses, advice on how to reduce energy consumption, emergency light, lamps more effective, better use of gas, gas field water heaters, etc.
The project is planned to be implemented in 3 phases.

TITLE: Review of social projects implemented by BP/Azerbaijan in Garadagh region Shongar and Gizildash villages of Baku
city

BRIEF DESCRIPTION:
BP/Azerbaijan made an initiative on the solution of social problems in Shongar and Gizildash villages in 2001, and some projects were implemented in these villages. But some inhabitants of Shongar village approached to BP/Azerbaijan stating that there were mistakes, and interests of the local people was not taken into consideration in implementation of projects. BP/Azerbaijan concluded a contract with UMID on development of a project proposal on evaluation of social projects having implemented in Shongar and Gizildash villages in 2001, and avoid the shortcomings.
TITLE: SPPRED: Public Education and Outreach Program

BRIEF DESCRIPTION:
The State Program on Poverty Reduction and Economic Development (SPPRED): Public Education and Outreach Program was an attempt to further improve
a knowledge of members of the civil society, local government, and private sector regarding the Government of Azerbaijan’s Poverty Reduction Program. The program was also intended to improve the participation of
above-mentioned parties in the implementation of SPPRED. Through an improved understanding and increased participation in the poverty reduction plan, citizens realized that the process is open and transparent and is dependent on public representation in order to achieve its goals. The program envisaged implementation of Regional Participant Trainings and Town Hall Meetings (THMs) in seven different areas of Azerbaijan.
The training events promoted active citizen participation in the development of essential government policies and provide crucial training and development for the Ministry of Economic Development staff, as well as selected local NGOs, regarding participatory methodology for future public education and outreach programs.
TITLE: Vocational skills training for the most vulnerable refugees and asylum
seekers

BRIEF DESCRIPTION:
At present, there are more than 7500 asylum-seekers in Azerbaijan. Majority of them are victims of the first and second Chechen wars, and a part of them are comers from Afghanistan, Iraq, Iran and other countries. Another part of these people covers physical disabled due to the war and tension. These people lives under few assistance. These youth could not acquire any trade and education since their youth came across with the period of war and conflicts, and don’t possess demand-driven knowledge and skills. According to observations and analyses, these youth wish to learn and thus, become the active members of the society. But they have limited opportunity to develop their capacity since they have uncertain status and limited physical performance in Azerbaijan.

Condition was created for conscious acquaintance with the environment for the purpose of the formation of creative development environment, as well as for organization of various games to foster mental and physical development of the children. The basic goal of Early Childhood Care and Development (ECCD) project is to avoid after-effects of the war through Child Support Program which envisages physiological care, education, community participation and stimulating environment, and provide a care to IDP children to help them to achieve their full potential.

TITLE: Community Development in Sitalchay settlement and provision of the settlement with potable
water

BRIEF DESCRIPTION:
Work has not conducted in Sitalchay settlement in the direction of identification of the needs and priorities by the people, promoting community members’ participation in decision-making, and mutual relations have not developed among the community members.
UMID organized community mobilization trainings and round tables in April-July of 2003. Water supply pipeline was constructed for two districts of the community (parts called old district and the settlement) under community contribution.
TITLE: Evaluation of the impact of “Food Security” project (gender issue), implemented by ACH in Agjabadi and Beylagan districts, over the beneficiaries.

BRIEF DESCRIPTION:
ACH began to implement “Food Security” project in these districts since November of 2000. The goal of this project was to improve the livelihood of IDPs and the most vulnerable layer of the local population through involving them in sustainable agricultural activity. During its 2-year activity, ACH performed work in the direction of improvement of the livelihood of 300 families per district (total 600 families).
“Umid” HSSC evaluated the project in accordance with the Agreement signed with ACH in March of 2003. Questionnaires, topics considered to be discussed for conducting of round tables, summary of questions to conduct interviews, memory for conducting observations were discussed with ACH Managers before the evaluation, and their thoughts and opinion were taken into consideration. Evaluation Team was provided with certain instruction on ACH’s Food Security Program.
TITLE: Support of IDP communities and assistance to vulnerable IDPs

BRIEF DESCRIPTION:
Continue the community work in 4 communities (Jabrayil secondary schools # 4 & 6, Lachin region Ashagi Jijimli rural secondary school, Gubadli region Saray rural secondary school) which was supported in 2002 through TPA, perform work in
a direction of identifying and mobilizing the resources of these communities, of developing the community fund and solving community problems, foster the involvement of new donors in the community and forming relations of the community with donors; this will extend the opportunities of primary education; primary school-children’s reading and writing skills will increase.
Render the assistance for the solution of problems of primary education through involving 4 selected communities in the construction and rehabilitation of their own schools through community based approach; and further strengthen the linkage between schools and parents by forming TPA. The project goal is to ensure that the IDP children learn the basic skills of writing, reading and counting in conditions that are conductive to learning.

schools

BRIEF DESCRIPTION:
In accordance with a meeting of BP/Azerbaijan’s representatives with the people, the main problem of Davachi region is
a bad education condition in secondary schools. Though some activities have been implemented through internal resources, there are limited opportunities to do major repairs. UMID’s representatives visited these villages, and analyzed problems. Municipality and population of the village, teachers and school principals participated in identification of problems.
TITLE: “Support to Development of Communities in Sumgait” pilot project

BRIEF DESCRIPTION:
The project envisaged the solution of certain problems of three communities (“Gaygi” Community of Lachin region Ashagi Jijimli rural school, “Araz” Community of Jabrayil region secondary school #4 and “Sema” Community situated in 47th district of Sumgait). Problems were identified in each of above-mentioned three communities with the participation of the community: “Gaygi” Community and “Araz” Community reported the construction of additional
schoolrooms, while “Sema” Community reported community members’ need for economic opportunities extension as their main problems.
TITLE: Economic support to ‘Saving and Credit’ groups consisted of IDPs in
Sumgait

BRIEF DESCRIPTION:
The project envisaged to provide repeated financial support to 20
previously formed ‘Saving & Credit’ groups consisted of IDPs out of 40 in order to extend their activity, and 20-24 new ones through forming new initiative groups.
Activities of all ‘Saving & Credit’ groups were analyzed in February of 2002 through which 22 groups were selected and decided to be provided with finance. 10 business trainings were delivered to ‘Saving & Credit’ groups during reporting period. Trainings were organized in DRC/UMID’s Training Center in Sumgait (in UMID’s Training room since 2003), as well as in “Sema” and “Shafag” Community Centers. 12-16 group members participated in each training, and all the participants were provided with the training materials. Besides it, meetings of the members of old and new groups were arranged twice during which experiences were shared. Consultations on business and entrepreneurship development were organized from the beginning of the project so far. Consultations were organized in the Office and Community Centers.
TITLE: Development of Woman Community
Centers

BRIEF DESCRIPTION:
DRC established 4 Woman Community Centres (WCC) in its target communities in the southern regions of Azerbaijan. (“Boyuk Bahmanli”, “Yaglivend”, “Gayidish” communities of Fuzuli region, and “Gobelek” community of Beylagan
region).
The goal was to have impact on the solution of women’s social-psychological problems in these communities through community based approach, and increase women’s role in problem solving.
DRC organized different trainings only in one of these Centers (Fuzuli-Yaglivend).
Centers possess some physical resources (building, equipment and materials) to address women’s social problems, but people involved in these
Centers don’t know methods and tools to work with the population, and community members don’t have enough skills in above-mentioned directions. Some of the
Centers are not used for their own purposes for the absence of appropriate skills and practice, and some of them stopped their activity.
Taking into consideration the above-mentioned, events and trainings are required to be conducted in these
Centers through community-based approach, and learning of good practice is required as well. For this purpose, activities have been implemented in the direction of the solution of conflicts within the community, as well as involving more community members, and methods of working with the community.
