The
primary education condition of IDPs underway
The 15th of September, 2007, Baku city
On September 15, 2007, the opening ceremony of newly repaired classrooms
in Kelbadjar secondary school # 117 was celebrated.
W.Tall, The Representative of UNHCR in Azerbaijan and project
executives, J.Gurbanov, Member of Milli Majlis, G.Sadygov, the head of
the department of Cabinet of Ministers on the work with refugees and
IDPs, the representatives of Executive Powers of Kelbadjar and Binegedi
regions, the Education Office of Kelbadjar region, community members and
parents participated in the event.

Since July 2007, the repair-construction activities were implemented in
4 classrooms and 2 community rooms in three schools – in Fizuli region
secondary school #9 and Kelbadjar region secondary school # 117 and in
Demirchiler village school of Gubadly region, the ceilings and floors of
11 classrooms and 1 community room were repaired.
The repair-construction activities implemented in IDP schools were
realized within the frame of project “Education for Development,
Vocational Education for IDP youth and Logistics” carried out by Umid
HSSC with the support from UNHCR.
The project goals are to improve primary education conditions in IDP
schools, education level and enhance the parents’ initiative.
The classrooms and community rooms in which the repair and construction
activities were carried out were supplied with furniture, equipment
(desks, tables, chairs, class cupboard and boards) and books.

The members of Teacher-Parent Associations(TPAs) established in the
communities, community activists and community members rendered their
assistance in the repair of the schools.
The repair activities in the schools were carried out by the
organization selected through the competition – PolTrading LLC.
The TPAs were established in each of the three schools and their skills
were enhanced. They were involved in the process of repairing and
rehabilitating the schools functioning in the communities. The goal is
to ensure the involvement of community members in solving the problems
in the area through TPAs, secure the establishment and development of
community fund and provide assistance in establishing the intracommunity
relations and relationship with the donor agencies.
