The
training team of “Umid” HSSC took participation in training sessions on
“Long-term Community Economic Plan”
On October 9-12, 2006 Irma Kortua, the trainer of Georgia office of
International CHF Organization was invited in Baku for conducting training
sessions on “Long-term Community Economic Plan” in view of capacity
building of the training team of Umid HSSC consisting of 6 people.
Long-term Community Economic Plan focused the achievement of the following
goals:

Better understanding of the development process of local enterprises
-
Determining and applying to a market chain products/services deemed
important
-
Identifying the possible partners inside and outside the community and
applying a partnership strategy
-
Acquiring major progress techniques and applying in a practice
In
order to apply into a practice knowledge and skills acquired during the
training session, “Umid” HSSC trainers conducted LCEP training sessions
for target communities located North-West region (Guba, Khachmaz) within
USAID’s Community Development Program.

USAID’s Community Development Program
USAID’s Community Development Program implemented in Guba, Gusar, Khachmaz
and Devechi regions aims at expansion of local economic opportunities
through restoration of economical and social infrastructure.
Projects mainly directed towards meeting the road and school needs within
a quarter, served for improvement of economic and social welfare of the
community. In general, 14 projects were realized in 12 communities during
past period.
round tables and community meetings in direction of development of
communities in target areas were continued and capacity building of
Community Development Councils and community members was supported.
According to the program purposes, trends towards strengthening of
relations and joint cooperation between communities and local
municipality, execution bodies were promoted.
On July 26’2006 a Regional Workshop was organized in view of ensuring
inter-communities cross-experience with participation of representatives
of communities selected on regions, Municipality, local Administrative
Location Integrity and Community Development Councils. During the event
sector discussions were held on Participation, Community Contribution,
Municipality, Local Execution Bodies and Community relations.
“Umid” HSSC conducted “Proposal Writing” trainings in 48 communities in
Guba, Lenkoran and Sheki regions for the purpose of teaching the
communities targeted by “USAID Community Development Program” new methods
and ways for strengthening the project proposals from the view-point of
quantity and quality, and providing them with methods and tolls for
sufficient management of the project.
Logistics and Vocational Training Assistance for Refugees and
Asylum-seekers in Azerbaijan
Within this project it is meant to develop vocational and computer skills
of asylum-seekers in Azerbaijan through Apprenticeship courses.
During past period 10 asylum-seekers came to Azerbaijan from Afghanistan
and Chechnya acquired initial skills on MS Windows, MS Word, MS Excel
computer programs. Each young graduate of the courses was awarded with a
certificate.
At present 22 asylum-seeking young people are continuing to master skills
with experienced craftsmen on trades such as hairdresser’s and barber,
cosmetology, automobile repair, confectioner, video-operator, animation,
mobile phone repair, TV-radio repair. 8 youths who finished the courses
gained relevant certificates.
Education for Development
Capacity Building and Economic Opportunities Expansion of IDP Youth, and
Logistical Support for vulnerable IDPs in Azerbaijan
Construction and repair works conducted in 4 IDP schools – Gubadli region
Khalaj, Aligulushaghi, Ishigly rural secondary schools and Jabrail region
secondary school #6 for ensuring improvement of primary education
conditions and rising education level in IDP schools were completed and
given for usage of schoolchildren on September 15, 2006 – the School Day.
In above-mentioned schools 3 TPAs were created and members of these TPAs
were provided with appropriate knowledge. They were involved in the
process of repair and restoration of schools functioning in their
communities. The purpose was to incline the community members through
these TPAs to participate in addressing the problems existing in the area,
and to ensure creation and development of community funds, and to assist
in establishment of inter-communities relations and relations with donor
organizations.
A contest was arranged on initiative projects among target communities in
Sumgayit. 4 out of 22 project proposals submitted to the contest were
selected corresponding to selection criteria:
Imanlar community - Elaborating safety measures for school
Gayghy community - Ecological education-experience center
Shafag community - Hand games, Sports ground and Repair of sports
facilities
Argunash community –Organization of a library
Contracts were signed between “Umid” HSSC and communities and funds
allocated for implementation of projects. Currently project activities are
being undertaken.
Training sessions were conducted on “Conflicts management and
negotiations”, “Community fund and its management” and “Needs
identification and Proposal writing” for capacity building of community
actors. Moreover, 32 round tables on 8 topics were arranged in target
communities.
Economic Opportunities Expansion
In order to develop vocational skills of the IDP youth settled in Sumgayit,
to increase their economic conditions and support their entrepreneurship
activity, 25 young IDPs go on to gain vocational skills on trades such as
auto-metal-craftsman, engine-repair, hammersmith-painter, hairdresser and
barber, photo-video, dressmaker. In September 5 young apprentices gained
mobile phone repair and welding trade skills and 2 of them were proved
with jobs at their masters’ workshops.
Logistic support to vulnerable İDPs in Azerbaijan
Within past quarter “Umid” HSSC distributed non-food humanitarian relief
items (quilts, layettes, hygienic kits, clothes for women and children,
coats and sweaters) among 1896 IDP families in Sheki, Gabala, Zagatala and
Gakh regions, 798 refugee families who found asylums in Baku, 198 children
in Baku SOS child village and Zengilan region IDP school #7.
Moreover, 580 families and 1025 children were distributed humanitarian
relief items by the other organizations such as Clean World, UMCOR,
“Hayat” and Design Association of the Disabled.
Zykh Community Development Initiative Project
“Zykh Community Development Initiative” project having been implemented
since January of 2004 finished the third quarter of 2006 successfully.
Community Development
Conducting of trainings and consultations were continued called for
development of knowledge and skills of Community Activity groups on
community work, and their benefiting by this knowledge in practice. Thus,
during past quarter there were conducted 16 round tables with
participation of 161 people and meetings with 958 people.
On September 14, 2006 “Umid” HSSC arranged a meeting within “Zykh
Community Information Center” project in secondary schools ###116, 63 and
Zengilan region secondary school 7 located in Zykh area with a view to
congratulate nearly 120 school-leavers of these schools who became
university entrants and provided information on activities of BP ShahDeniz
and “Umid” HSSC.
Related with the School Day in Zengilan school and SOS child village
school-children of 1-4th grades were presented with school bags within the
project implemented together with UNHCR.
Economic Opportunities Expansion
In July and September apprentices and craftsmen involved in vocational
trainings through Apprenticeship method were provided with 2 training
sessions on “Entrepreneurship and small business” regarding to business
development services, whereas 1 training session was conducted separately
for craftsmen on “Key principles of management”. The training sessions
were attended by 45 people.
The youth from vulnerable and unprivileged families inhabiting the target
area go on to acquire trade skills through Apprenticeship method. 17 young
apprentices completed the vocational trainings acquiring relevant skills
and being presented with certificates on welding, hairdressing and barber,
cosmetology, mobile phone repair and dressmaking fields.
At present 16 apprentices are attending the vocational trainings on
hairdressing, welding, cosmetology and dressmaking fields.
Development of Infrastructure
3 micro-projects implemented by communities within the past quarter were
supplemented and events were relevantly arranged:
Ulduz community - “Building of a Community Center”
Nargila community - “Renovation of the quarter”
Inam community - “Repair of water pump station”
Implementation of the project “Fencing the water warehouse reservoir”
initiated by Sema community is under process
Improvement of potable water
provision
On
August 4, 2006 a ceremony was arranged related with putting the Water
Purifiers into operation in Aghdash region Orta Leki village community.
Water used by Orta Leki village inhabitants was purified and given to the
population in pure form through a modern water purifier installed by an
executive agency Aquatech, the winner of the bid.
Total amount of the project implemented by Orta Leki village is 20 083 AZN,
the community contribution being 3707 AZN. Purchase of the facilities took
8129 AZN out of the total amount, whereas construction works were
conducted with the remaining 11 954 AZN out of the total amount.
Quality of the water purified through water purifiers was analyzed by
MediClub Company, the purified water is in compliance with norms according
to findings of the Company.
Limited Liability Companies were formed and registered in a relevant unit
of the Ministry of Justice in order to ensure sustainable exploitation of
devices in communities.
LLCs were jointly founded by community action group members, municipality
representatives and community members, and all founders as well as the
members of managing structure of LLCs attended the trainings on
establishment and state registration of LLCs, organization and management
of their work, and development of business plans, etc.
LLCs are exploiting water purifiers installed in communities, organizing
the water sale, providing technical service to devices and ensuring
periodical water analyses. According to terms and conditions of a
cooperation contract signed between “Umid” HSSC and LLCs, the LLC should
spend 40% of profit gained from the water sale for addressing social
problems of the community.

Support to Environmental and Energy Initiatives
The program aiming at improvement of energy resources management,
supporting the usage of locally developed alternative energy and reduction
of environmental degradation in communities primarily along the BTC/SCP
Pipelines route was continued to be implemented through the quarter.
Thus, during the past period internal and external design changes were
made in the Energy Bus –the mobile exhibition. Inside the EB there was
installed a library consisting of materials on environment and ecology, a
wardrobe for safety garments to be demonstrated in the exit of the
exhibition hall, mock-ups and photos of alternative energy devices. Design
works in the EB are undertaken by Mega Company.
Accomplishment of Save the Children-funded “Community Investment Program”
was completed in September.
The program implemented in view of capacity building of Community Groups
and local executive bodies, promoting employment of the youth by teaching
them trades through Apprenticeship method, and supporting extension of
entrepreneurship opportunities of community members in order to achieve
sustainable community development has been realized since September’2005.
Community Investment Program
Target areas of the program were western regions (Yevlakh, Goranboy,
Samukh, Shamkir, Tovuz, Aghstafa and Ganja) of our Republic.
To
ensure capacity building of 6 Star Community Groups selected by a
Technical Support Team consisting of Save the Children and “Umid” HSSC
staff members, training sessions were conducted on the following topics
within the program:
Another component of the “Community Investment Program in Azerbaijan” was
development of vocational skills of the youth through Apprenticeship
method. Within the program framework 30 young people acquired skills on
trades chosen by themselves such as hairdresser and barber, carpenter,
dressmaker, auto metal craftsman, welder, engine repair and weaver, 12
apprentices were supported in building of their own businesses.
