About Umid HSSC
“Umid” Humanitarian and Social Support
Center (“Umid” HSSC) is a non-governmental organization formed in 1997,
and officially registered with the Ministry of Justice of the Azerbaijan
Republic.
Goals of the organization include: Improved capacity of communities to
self- manage, self-organize, and self-initiative community-driven
development, their increased economic opportunities, and raised
awareness of communities by means of its well-trained and experienced
cadres.
The mission statement of Umid HSSC: “Give environment to people, they
will create marvels”
“Umid” HSSC continues its performance on the following directions in
2006:
Improvement of
Potable Water Provision in the communities along Baku-Tbilisi-Ceyhan/
Southern Caucasus Pipeline

Project goal: Improvement of Potable Water Provision
The project is being implemented to improve potable water provision of 6
communities (Sigirli, Karrar village, Karrar settlement, Gulabend,
Bargushad, Orta Leki) of Kurdamir, Ujar and Agdash regions along BTC/SCP
more injured from lack of potable water
“Umid” HSSC is realizing the project
activities on the following directions:
Education
Communities’ awareness about the project
goal and objectives was raised through conducted round tables and
community discussions, and communities were informed about water
purification technologies and usage of safe water through distribution
of brochures.
Communities’ organizational skills
development
To strengthen communities’ cooperation with
municipality and local authorities, the communities were provided with
training and consultations on project proposal writing, formation of
relations with donors, fund raising and its management, implementation
of projects and promoting their sustainability.
Improvement of access to safe water
To promote community’s direct participation
in the project implementation, micro projects aiming at water
purification are being implemented in the communities through
application of modern water purification technologies easy to be
utilized. Micro projects submitted by the communities include 25%
community contribution. Modern water purification units will be supplied
by executor agencies (“Aquatech” and “Aquazone”) selected through bid.
Water will be provided to the people after purification through these
units.
Economic Opportunities Extension
To promote sustainability of water
purification technologies applied in the communities, formation of
Limited Liability Committees are planned. Just for this purpose,
appropriate documents regarding to registration of LLC were submitted to
regional branches of the Ministry of Justice.
Effective Usage of Energy Resources by Communities
and Improvement of Access to Alternative Energy Sources
Donor: BP
Project goal: Raising awareness of the
population about effective usage of energy resources
The project was implemented in Kurdamir and Ujar during January-March.
Training – Cost-effective means of energy
were demonstrated to the consumers in Kurdamir and Ujar regions through
mobile demonstration saloon called Energy Bus.
Instructions were provided and insulation
works were conducted in 23 public entities – 12 schools, 3 hospitals, 2
municipality rooms, 1 store, 1 kindergarten, 3 local ExCom rooms and 1
drug store.
Energy Bus was demonstrated in Caspian
Energy Center located in Sangachal Terminal with participation of
representatives of local and international organizations, as well as
governmental agencies.
Consultations – 47 entrepreneurs were
provided with consultations on installation of micro HES, biogas unit,
wind generator and sawdust heater.

Education for Development
Capacity Building of IDP youth, and Economic Opportunities Extension
Logistical Support to Vulnerable IDPs in Azerbaijan
The project is a continuation of the activities implemented to assist
the integration of IDPs in Sumgait and surrounding areas under financial
support of UNHCR in 2002-2005.
Improvement of Education Condition
To improve primary education condition in
IDP schools located in Sumgait and surrounding settlements, raise
parental initiative and education quality, repair and rehabilitation
works are planned to be conducted in 4 schools – Ishigli, Khalaj and
Aligulushagi rural schools of Gubadli region and Jabrayil region
secondary school #6 in 2006. 8 schoolrooms and 4 community rooms will be
repaired and equipped in the schools.
Moreover, Teacher-Parent Associations and
sustainable Community Funds will be formed and extended.
Community Development
Community mobilization, community members’
capacity building trainings will be provided within the project, and
infrastructure projects will be implemented in 8 communities under
financial support of Inter-Community Mutual Assistance Fund.
Economic Opportunities Extension
Vocational skills development of the youth
will be supported through apprenticeship method, their employment will
be promoted, and 30 IDP youth will acquire practical vocational skills,
and will be able to adapt to current economic condition.
Logistical Support to the Vulnerable IDPs
in Azerbaijan
Non-food relief items brought to Azerbaijan
under UNHCR line will be received and distributed in accordance with the
distribution plan agreed with the Government of Azerbaijan.
“Umid” HSSC involves other non-governmental organizations in the
distribution of humanitarian relief items. It supports their capacity
building in this field and coordinate their activity.
BTC – Community Investment Program
Donor: Save the Children
Project goal: To achieve sustainable community development, capacity of
the Communtiy Groups and local Executive Committees will be developed,
the youth will acquire vocational skills through apprenticeship method,
and community members’ entrepreneurship skills will be developed.
Community Development
More skilful and experienced (Star) community members handed over
“Networking and Partnership”, “Advocacy”, “Fund Raising”, “Presentation
Skills” trainings delivered by “Umid” HSSC to the communities willing to
develop.
On-the-job Training
31 youth are increasing their capacity on various trades through
on-the-job training. 4 youth out of them completed the courses, received
certificates, and were provided with initial equipment and materials to
start up their businesses.
The youth completed apprenticeship courses and willing to start up their
businesses in future were provided with “Small Business and
Entrepreneurship” trainings.
Zykh Community
Development Initiative
Donor: Shah Deniz Co.
Project goal: Supporting sustainable and
creative initiatives that will strengthen the communities located in the
area of Textile Complex named after H.Z.Tagiyev in Zykh Road, Khatai
District of Baku, improvement of income generating and social-economic
opportunities.
Community Development
Training and consultations proceeded to be provided for the purpose of
capacity building of the community members.
21 round tables, 125 community meetings, as well as “Organizational
Skills Development” and “First Medical Aid” trainings were conducted
during January-March.
Economic Opportunities Extension
a) On-the-job training
Vocational skills development of the youth from vulnerable families was
proceeded through apprenticeship method. 13 youth were involved in
manicure-pedicure, hair-dresser, welder and dress-maker courses during
the first quarter of 2006.
b) Economic Opportunities Extension
On-the-job trainers involved in this component and entrepreneurs started
new businesses were provided with “Small Business” training related to
business development. To evaluate the trainings’ impact, monitorings
were conducted in business objects.
2 youth (hair-dresser and dress-maker) completed apprenticeship courses
and willing to start up their businesses were provided with materials.
Supporting Community Initiatives
Events organized within supporting
initiatives component of the project is of great importance as one of
the achievements of the project.
The youth completed successfully the second stage of computer courses
received certificates.
One of the projects is “Novruz Holiday” project implemented in Zykh Road
under initiative of communities.

Zykh Community Information Center
A presentation regarding to “Bird Flue” was organized for pupils of V-XI
forms of the schools #116, 63 and 7. During the presentation,
schoolchildren and teachers were provided with information about current
global and dangerous disaster Bird Flue virus and contagion ways to this
disease, prevention mesures etc.
Infrastructure Development
Infrastructure projects realized under “Zykh Community Development
Initiative” project were proceeded during the first quarter of 2006.
Works related to implementation of 4 infrastructure projects proposed by
communities were proceeded, and one new contract was signed.
“Rehabilitation of Sports Ground”, “Rehabilitation of Bath-House”,
“Construction of demand driven Library”, “Construction of Community
Resource Center”, and “Improvement of Water Provision” projects are
being implemented.
The project activities are going on.

Community Mobilization
Initially 6 communities from North-Eastern
regions of Azerbaijan (Guba, Khachmaz, Gusar, Davachi) were targeted
under the project.
Khachmaz region - Mollaburhan, Sayad, Yalama
Guba region – II Nugadi, Ashagi Atuj, Zardabi
Formation of Community Development Councils
General Community Meetings were conducted in mobilized communities, and
information was provided about the project. Community Development
Councils were elected through voting.
Implementation of Community Projects
Systematic community meetings and round tables were organized in
communities, during which project proposals and budgets elaborated by
the communities were discussed. To develop better project proposals,
consultation hours were organized in the communities.
Problems of the target communities were
identified and the following projects were prioritized:
In Khachmaz region:
Mollaburhan community – “Installation of a
new transformer for potable water provision and construction of electric
line”
Sayad community – “Digging artesian well”
Yalama community – “Cleaning and rehabilitation of irrigation ditches”
In Guba region:
II Nugadi community – “Repair of village roads”
Ashagi Atuj community – “Digging a new irrigation ditch”
Zardabi community – “Village Road Repair”
3 projects, i.e. “Installation of a new
transformer for potable water provision and construction of electric
line” project (in Mollaburhan community), “Cleaning and rehabilitation
of irrigation ditches” project (in Yalama community), “Village Road
Repair” project (in Zardabi community) were submitted for the
implementation to the implementor organization selected through a bid.
Wide Region Meetings were arranged with
participation of community members, Municipality and ExCom
representatives from Davachi, Khachmaz, Guba and Gusar regions related
to selection of subsequent communities in North-Eastern regions in
March.
During the meeting, a presentation of the
program was made by “Umid” HSSC, and the participants were informed
about ways of filling out the application forms.
According to the meeting outcomes, 121
application forms were received from North-Eastern regions, and
submitted to CHF/International.
“Umid” HSSC staff members were involved in a
process of evaluation of application forms in CHF/International Head
Office.
Logistics and Vocational Training Assistance for Refugees and Asylum
Seekers in Azerbaijan
“Umid” HSSC is currently implementing “Logistics and Vocational Training
Assistance for Refugees and Asylum Seekers in Azerbaijan” project under
the financial support of UNHCR, based on the experience gained through
implementation of projects targeted asylum-seekers in Azerbaijan during
2003-2005.
The project activities include the
followings:
Economic opportunities extension of
refugee and asylum-seeker youth
30 refugee and asylum-seeker youth will be
involved in the apprenticeship courses during the year.
Computer and communication skills
development of refugee and asylum-seeker youth
To promote employment of the youth and
develop their computer skills, 100 youth will be involved in computer
and internet courses, and they will have constant access to internet.
Provision of refugee and asylum-seekers
with non-food relief items
The project envisages distribution of
humanitarian relief items to refugee and asylum-seekers according to the
distribution plan agreed with UNHCR. Distribution of humanitarian relief
items will be realized by “Umid” HSSC under the support of “Salam”
Chechen Disabled Organization, Refugee Women Center, Cultural Education
Center, Afghan Culture Center and Chechen schools active in Azerbaijan.
